This series is presented in an over the top and exagerrated manner that is very typical for Kazuya Tsurumaki who already created and directed FLCL (Furi Kuri) and who is responsible for the direction in Rebuild of Evangelion (theatrical series). Some scences defy scientific logic but are visually entertaining and impressing. If you regard Top wo Nerae 2 just an action series then the presentation would be flawless.
Unfortunately the over all pacing may be not balanced that well. With episode one to four heading twords an action laden climax, episode 5 seems rather slowly paced and a bit out of place because of its chilly and calm mood. Fortunately the final episode returns to the original over the top style.

The presentation is the only thing that could have been done a bit better. The action scences and the science-fiction plot leave you breathless and the dramatic scences are very touching but I sometimes felt that some happy episodes in the middle could have been left out because they detract a bit from that work`s splendour. It is not that I don`t like happy episodes but they come at times when you want the science-fiction plot to go on.

All in all Noein is a series for all people who grew tired from those ordinary anime with cute girls. If you want to see a dramatic science-fiction masterpiece (without mechs) then Noein is for you.

The director Hideaki Anno is famous for excellently depicting the characters feelings and emotions. Thats why Kare Kano is touching and hillariously funny at the same time.
Annos unique directing style can especially be seen in the first three episodes and especially in episode 18 of Kare Kano. It becomes more ordinary in the other episodes though until he quits the Kare Kano project after episode 18 and leaves the work to Kazuya Tsurumaki.
Kazuya Tsurumaki had the hard part to do; as the animation budget having been already used up in the episodes up to 19 he is forced to take some creative but not expensive measures. The cels in episode 19 are quite sketchy and real backgrounds are used to make it fit the sketchy character look.
